Equitable and Inclusive VET
In 2009 the National VET Equity Advisory Council commissioned the Centre for the Economics of Education and Training to produce a discussion paper that would contribute to the development of an equity blueprint by NVEAC in 2010. The paper draws together the major issues that need to be addressed to achieve a socially inclusive VET system in which existing barriers to access and participation in VET and to successful outcomes from VET are achieved. It also identifies the major issues that need to be considered in developing a framework for an equity blueprint for VET.
This work was guided by the following key questions:
- What would a socially inclusive VET system look like?
- What factors currently contribute to social exclusion in VET overall and for particular groups?
- In what ways does the current VET system support social inclusion and contribute to social exclusion?
- What current practices by VET providers contribute to social inclusion and exclusion? Where is further attention needed to social inclusion by VET providers? What action is required to support VET providers to become more socially inclusive in all aspects of their work?
These key questions were considered in the context of the Australian Government’s social inclusion agenda and against the background of previous and existing VET equity goals, initiatives and strategies.
